Project "Swedish-Ukrainian partnership for modern and efficient tax service – METS"
Project envisages provision of advisory assistance, presence of a permanent advisor in the State Tax Service, conduction of seminars, study visits to Sweden and preparation of recommendations for improving legislation and administrative practice. Executor is the Swedish Tax Agency.
Main project goal is to improve capacity of tax administration and contribute to the transformation of the State Tax Service into more modern, reliable, efficient and service-oriented service.
Project focuses on the development of procedures within two components: "Taxpayer orientation" and "Human resource management: leadership and teamwork".
Within the framework of implementation of Component I (Management of human resources: leadership and teamwork) it is planned to carry out measures to develop a methodology for evaluating employees, continuous training taking into account changes in organizational culture. Issues of integrity, internal communications and change management are also addressed.
As a part of implementation of Component II (Taxpayer orientation) it is planned to implement measures to improve provision of services (both electronic and traditional) to taxpayers in order to increase level of tax compliance by taxpayers (development of methods and standardization of processes related to the provision of services), as well as issues of communication with payers.
Duration of the technical assistance project is three years, starting in 2020.
Project is financed by funds of the Government of Sweden through the Swedish Agency for International Cooperation and Development (Sida) in coordination with the Embassy of the Kingdom of Sweden in Ukraine. Type of technical assistance is advisory, at the same time, additional material and technical support is possible at the request of the State Tax Service through Sida.
Chairman of the State Tax Service and Director General of the Swedish Tax Agency signed a Memorandum of Intent regarding cooperation between the State Tax Service of Ukraine and the Swedish Tax Agency on 20.02.2020.
State Tax Service signed Project Agreement between the State Tax Service of Ukraine and the Tax Agency of Sweden on 09.09.2020, which clearly defines coordination order of the Project, order of interaction, tasks and measures within the scope of the project, etc.
A long-term expert (Mr. Arne Jakobsson) has been appointed to implement the project, who has been working at the State Tax Service on a permanent basis since October 2020.
Project "Effective management of state finances III"
Executor is the German Society for International Cooperation (GIZ) is a German fund for international cooperation, similar to such organizations as the USAID (the US Agency for International Development), SIDA (Swedish Agency for International Development and Cooperation), Adetef (Technical Assistance Agency of France). Chairman of the GIZ Supervisory Board is the State Secretary of the Ministry of Economy of the Federal Republic of Germany. Budget of the organization is 380 million euros and volume of operations is 2 billion euros. Organization actively works in more than 90 countries of the world.
Cooperation with the German Society for International Cooperation began in December 2012. Assistance is provided in the form of educational seminars, trainings, advisory missions and study trips.
Joint draft project "Dual education" has been launched on the basis of Main Directorate of the State Tax Service in Kyiv city and the National University of State Fiscal Service in Irpin city.
Memorandum of Cooperation was signed on 27.05.2020 between the GIZ and the State Tax Service, which includes the following areas:
introduction of separate standards provided by the BEPS Action Plan for automatic information exchange according to the CRS and CbC standard, automatic exchange of financial information;
harmonization of Ukrainian legislation with the EU legislation (excise taxes);
introduction of a dual form of training of specialists in taxes and finance, new practices in the personnel development sphere;
strengthening institutional capacities of the State Tax Service.
State Tax Service is the project recipient; beneficiary is the Ministry of Finance.
